The term "pseudo legendary" is in reference to the BST being 600, as previously that was an otherwise exclusive BST to legendary Pokemon. It too is a bad term, as by all angles Duraludon should also be a pseudo, but entirely arbitrary fan """"requirements""" unrelated to the term of the purpose stop people from recognizing it as such (even though these same requirements have historically changed, but there are too many zoomers who dont know that)
Also as to Volcarona's exclusion from "late bloomer"/"pseudo legendary", the secret is it realistically likely IS meant to be among that group when viewing it from a dev-intended perspective, but thats a different tangent altogether
