People with a greater understanding like no one ever was, will tell you he's subpar until level 9. At 9 he's still not particularly strong. Maybe just Average.
What separates Ttar from other All Rounders is that once he hits level 13, 14, and 15 he becomes incredibly difficult to bring down, while also being able to run over squishy characters (if he can catch them), while also tearing through tanks quicker than most of the cast.
Basically he doesn't actually come online until 13, and he actually needs a pocket healer to really shine. The problem is nearly no one will heal you in solo q, and most teams will give up by the time you hit 13+.also it's difficult to chase down some of the higher mobility Champs.

I suspect Mewtwo will likely be further nerfed but Ttar very likely won't be getting any nerfs anytime soon because no one can figure out how to use it and when to use it. But it could certainly fight Zacians if both had healers, I suspect it can probably also fight mewtwo but again that's only after 13 and higher and with a healer but mewtwo can probably kite it if they actually notice they can't melee it.
