Pokemon do not endorese genning, hacking, injecting, or any other unauthorized acquisition of Pokemon. It's clesr their intent is for you to acquire it through normal gameplay means.
If I posses a fake passport but I pass through border patrol with it, this does not mean I gained legal access to a country, it means I wasn't caught with an illegal access. The idea that "I'm only doing the crime if I'm caught" is the mentality of the dishonest and a coping mechanism to hide from the reality of your actions. You as a participat have agreed to a ToS stating you would not do this. To do it is unsportsmanlike for everyone else who chose to follow the rules as the league states.

They are a buisness, this entire tournament league is PR or their products- the games. They do not run these tournaments out of charity or love of the sport, they do it to get people to buy.
It's clear the intention is for you to raise your Pokemon yourself through either the games you have played and beaten or what someone else has done. If my best friend raised a team on his game and gave it to me, it's still someone who's purchased and played their product. They are cool with that. Theoretically if I do not have X legend I should be able to go onto GTS and trade for X off someone else and aquire a legal X to use. This would be functional, but the well has been poisoned by people who have made hacked Pokemon and put them up in GTS.
