Just because 151 Pokemon ended up in the first games doesn't mean that they were the only Pokemon back then. The index numbers tell that during the time when Pokemon Red and Green were in development in Japan, there were already 190 Pokemon in existence (with Victreebel being #190). Not all of them made it to the games immediately, probably due to the limitations of the Game Boy device or Game Freak not having enough time or whatever, but all their index numbers are coded into the games, which means that they were all originally intended to be there and that they were all created during the same time period. Pokemon that are part of the original 190 include Corsola, Skarmory, Mantine, Ursaring, and many others. Pokemon that are not a part of the "original 150" include genwunner favorites like Bulbasaur (#153), Charmander (#176), Squirtle (#177), and Charizard (#180).
