Has there ever been a large government in Pokemon? I feel like every fic has the gym leaders as pseudo-governors or constantly working with a separate elected apparatus, but I don't recall ever seeing anything like that in canon. The most we've gotten are mayors, some of whom are trainers (like Drayden) and some who are not.
I feel like you lose a lot of the bucolic charm of Pokemon when you start thinking about national politics.
