The issue isn't that they reused the same animals. Because frankly no one cares that much as long as it is original. For instance, no one batted an eye when Sinnoh did a frog again, because Croagunk felt actually very different to the Polis. The issue is that in Unova they shoved blatant homages to Kantomons almost in every corner. And the homages in not only the base animals, sometimes the typing, but also the family tree is layed out and the niche in the region it fills (three-stage frogmons found early game, two-stage bats spamming in every cave, three-stage fighters that ends with a trade evo, ...). This made the region feeling less having its own identity and feeling more like a Chinese bootleg game instead, which is essentially what it was.
