Gengar has a very strong ability for any dark deck. Some charizard lists run it to make charizard only give 1 prize. Even as it's own thing mega gengar would be far far better than nidoking will be
The lvl1/2/3 stuff on decks doesn't really mean much, that's just how difficult the prebuilt deck is to play. Not how viable the cards there are themselves. Chien-pao's one was lvl1 when it was peak meta
