As for burn powder, yeah, I was trying to think of the ideal whimsicott set back when /tr/ was still a thing and was like you know what would make this perfect? Will o wisp. I think it was me ben and I wanna say eco talking about it so then we went to PG and posted a set with burn powder as the third move, and the first two replies commented on its EV's instead of the nonexistence of the move. It was great.

Here's a Durant set I've been working on though, after the rock polish you can easily outspeed weavile, which I've identified as durant's primary threat on UU and OU, being one of the few things that outspeeds it. What do you think? Would thunder wave work better?
