There is a popularized idea that Asians have narrow eyes. While this is not EXCLUSIVE to those ethnicities it is notable enough for descriptions ranging from poetic to derogatory to generalize that as a specific facial feature for hundreds of years. You are clearly aware of this, as you brought up Brock's eyes.
Now, Adaman and Perrin have eye shapes that are not standard among Pokemon designs as a result of Takegarou's stylistic tendencies. Thus, if someone has the thought that "asian eyes are narrower" and sees Adaman or Perrin standing next to Lt. Surge or Phoebe, they will look "more asian" by comparison even though one of those (Phoebe) is also "Asian" in Pokemon's world. This is ALSO why Nessa is never called "Asian" despite sharing eye shape and designer with Adaman and Perrin, since her place in the setting and being literally brown lets people ignore that part of her face as stylistic. The perception of these traits are altered by the circumstances they are observed in, regardless of the fact that those same traits can be seen elsewhere even limiting things to Pokemon media (Cynthia's eyes being even more narrow for example).
