A boxer shot would be something like Koharu getting bucked off a Ponyta and landing with her butt in the air and her dress up, pink boxers on full display. She gets up and covers herself looking flustered because Ash and Go saw her underwear. That's something kids watching could find funny, which couldn't happen if she wore panties because the network would never let them do it. While the scene could arguably still work with Koharu wearing bloomers, bloomers wouldn't really suit that sort of a scene and boxers are funnier to begin with.
Essentially bloomers and boxers could both exist happily serving different purposes.
