G6 was starting, the anime showed cute and cool characters, and many NPCs became memes. Hex happened to be on the right spot at the right moment.
Back in the day, off model artists grabbed characters with confirmed breasts. Hex's silhouette "showed" breasts. Then, the Moo Moo Milk joke: Hex is a Ghost user, why would she be selling an item made by a Normal type? The joke aas too easy.
But then, everything happened: anime boom and tumblr blogs. Watamote qas very popular back in the day, and Tomoko looks like a less taller Hex Maniac. Also, blogs about "my big tiddy goth gf" were popular too.
Hex was (accidentally) destined for popularity, be the good and bad kind.
