That's why the detail of the flipper is removed and the flipper itself is larger than usual, because the point is to show how it's supposed to ANIMATE while walking. A static image of a platypus swimming doesn't accomplish this; it's just bad inconsistent artwork. On top of that, the art of Popplio walking is only a small part of the page so drawing tiny details will make it cluttered and harder to tell how the flippers are supposed to move. Meanwhile the platypus swimming takes a significant portion of the page and is detailed enough to even show the fucking water it's swimming in as a background. The artist is shit and doesn't understand the point of reference art. That's all there is to it.
