Probably UU. The last point is what really kills it. You can't just look at things in isolation, you have to think about how they would be used. It's nothing special in terms of what it offers, especially considering that its de facto offenses are lower than they appear because it will have to rely on either coverage or non-SE hits in every situation. e.g. 150 atk is a lot less scary when his best move against ghosts is Night Slash.
