There has been a consistent stream of complaints regarding the filter questions. It's clear the system we have now is flawed and prevents people who really do care about the project and have good opinions to not be able to vote.
Part of the issue here isn't that the wiki said 12, it's that people put 12 and were led to think that their answer was valid, and that they voted, which is obviously not the case. From now on, if you pick the wrong choice, you don't get to vote, period, so there is no confusion.
