Grass types can put things to sleep with a rarely distributed sleep move. Big whoop. Grass types have so many weaknesses that their strengths genuinely cannot make up for it. Sure, there are absolutely busted Grass types, but there are absolutely busted Normal, Bug, Ice, and Rock types as well. In fact, there are a higher % of Ice types that are busted than Grass types since Grass is one of the most populous types in the game and has some of the fewest actually good Pokemon.
If Rillaboom had the same gimmick with just about any other type, it'd be better. Grass is its limiting factor.
