even if everything was completely digital there is still an issue with using eyedropper on a digital work as your sole means of color referencing.
artifacting. unless you are given the raw save file for the art program itself, like a .psd or .clip, etc, then you are going to run into an issue with the colors not being completely in sync all the way through.
for example ALL of the colors in that mess of splotches and scribbles came from random eyedropper placements on Blastoise's cheek in the unshaded area. you can not trust how an image is saved, so you need the actual color values.
