Twinkle, the clown girl! Where she comes from, things work a little differently:
1- Gym leaders do not have pokémon types. Instead, they focus on "strategies" and different ways of having Pokémon battles. Twinkle's style is "fun and gimmicky". She battles to laugh and make her challengers have fun as well. Her unconventional strategies are not good competitively, but they surely are fun to look at and surprise you when they actually work. It's all about being flashy and weird.
2- Legendary pokémon are only used by the Pokémon League and the gym leaders. They do not exist in the wild and you will only see them in gym leader teams. Twinkle, in particular, gets a funky Mew whose only moves are transform, imprison, block and a sleeping move.
3- Her two Unowns in her first few battles ahve different. One has Twisted Spoon/Choice Specs and the other has a berry/choice scarf.
