Even if Smoggie competitive philosophy got every single pokemon a risk-free switch in (re: "counter"), then the game would just devolve into a boring, risk-free meta that punishes creative teambuilding, reduces the impact of prediction and skill, and creates long, low-intensity games often decided by freeze/flinch/crit RNG over actual skill.
Luckily for Smoggies, their philosophy is so poorly thought out that they'll never, ever reach that goal (as seen by them banning literally everything and STILL having an unplayably shit fanfic meta).
