Legendaries haven't been good since gen 1. Gen 2, 3 and 4 can get a pass since it's not necessary to capture them to proceed with the story. Legendaries in RBY/FRLG were creatures the player did not know about and had to find himself. Zapdos, Articuno, Moltres and Mewtwo were hidden deep inside dungeons, meaning you'd have to show some semblance of skill in order to capture them. And even then, there was still a chance of failing. How that does that compare to Solgaleo/Lunaala that force you to capture them with a 100% catch rate? How does that compare to the modern Pokemon games where the game forces them on you - and practically gives them to you on a platter - so you can complete the story. EVERY player will capture them, meaning that the ""legendary"" Pokemon are not that special, fun or interesting. Even in the context of the narrative, it's bad, because most modern Pokemon games go with the "chosen one" plot; it wanks off the MC like crazy, rather than just letting him be some random skilled kid that saves the world due to his talent, like the first gens.
