Kecleon was one of the first Gen III pokemon revealed, and Sableye was the first Pokemon to have no type weaknesses (prior to Fairy type's introduction). Because of this, Sableye's base stats are pretty low and his second ability - Stall - purposely gimps him, because back then it might've been seen as overpowered or something.
Sapphire was my first Pokemon game (got LG at the same time, put Sapphire in first is all) and Sableye was the first pokemon I saw were I was like "Oh MAN, I've GOTTA have that dude." He looked like a little shadow gremlin, and even with Sapphire's static sprites, I could totally see the mischevious, impish personality he'd get when animation came along. So even though pre-Prankster Sableye was kinda shitty I loved the dude to death, and then later, I saw Kecleon, and the concept of a chamelon pokemon that changed type was the coolest thing to me. So I caught that, too, and together, Kecleon and Sableye were double battle all-stars, and it was fantastic. I imagined that, if they were characters, they were like these shysty con men type of guys, like Ed Edd n Eddy if it was just two Eddys.
