Take these two Venusaur and Torkoal, Venusaur is RU and Torkoal is untiered.
But with the proper support from they can still do work in the OU tier, Venusaur being one of the strongest Chlorophyll users and Torkoal being one of the bulkiest drought setters who also happens to have access to Rapid Spin. It's not that you can't get work done with these Pokemon in higher tiers its just harder, hell even regular Charizard can do well if you get rid of his revenge killer checks and switch him in on a choiced earthquaker.
The tiers are more so just there to create a meta game were these pokemon can thrive rather then just be niche picks.
