The perfume aspect that pushes it toward fairy could have worked for steel since perfume is a manmade product and Spritzee line already covered it with a fairy type. I appreciate more fairy types that aren't pink to diversify the type and this covers and unused type, but poison/steel would have done that too and would benefit more from having access to Levitate. It would make Strange Steam a worse attack, but Weezing's not an offensive pokemon anyway and adding fairy doesn't cover its weaknesses. Not to mention steel type could have given it access to moves like Iron Defense and Metal Burst while also helping Gyro Ball.
