Dragon could’ve been experimental split before Gen 4 Phy/Spe split. Or just out right physical, since the majority of Steel-types have high defense and Dragonbreath was the only viable non-contact Dragon-type attack, which was outclassed by Hidden Power and Dragon Claw.
Poison is questionable. I’d say leave it physical.
