The reason Nosepass's gen 3 sprite is so strange is due to the fact it also takes inspiration from the Tangata Manu (a mythical birdman that's always depicted looking upwards) and the various penguin species that occasionally migrate to Easter Island (though really just the rockhopper penguin becuase of the pun).
