They are associated with hardwork and righteousness. Characters like Kenshiro, or characters like pic related tho he actaully challenges Japanese masculinity because he lets out his emotions and argues with people that "feminine things" and "masculine things" are fucking bullshit in canon.
Effeminate men, or in the case of girls tomboys are associated often with either being immature or being gay, it's just not a popular stereotype over there as much as the hypermasculine guy archetype.
