Every single region wants to treat pokemon well so they aren't going to fight about that at least, maybe you can make it so they worry more about certain issues due to the terrorist teams of that region (e.g.Unova would care more about not abusing their mon, Kanto/Johto would make more laws for people to not exploit them, Hoenn is very worried about keeping environmental balance, etc.)
