The people in control of Pokemon are psychos who don't know what they're talking about. The speedos are just a skin pattern, but the belt is confirmed as an actual belt. Besides that, some Pokemon do wear clothes and carry non-organic items.

Here's a Pokemon which wears clothing. Sawk and Machamp's belts are also confirmed as actual belts. Ceruledge and Armarouge are also confirmed to be wearing actual armor, which I'm not sure if that technically counts as "clothes", but it's worth mentioning.

Gamefreak/TPC don't know their own lore. Even someone as high up as Masuda said in an interview that humans didn't evolve from Pokemon as real humans evolved from animals, even though the games heavily allude to that. So you need to take what their employees say with a grain of salt. I know that's a weird thing to say regarding the creators of the franchise, but that's how it is.
