Incineroar's schtick, even if it's poorly implented in the 3D model and early art, is that it inherits the buff/fit torso and big arms/paws of Torracat. Even the thinner forearms, while problematic, are actually visible on Torracat's admittedly shorter front limbs if you take a quick gander at its main portrait and Dream World art, notice how they suddenly they skinny up a tiny bit before becoming the fat paw. Same for the buffer upper body. This rolls with the fact tigers themselves are a lot bulkier-looking than people realize with particularly muscular front legs, even digits/fingers that can be longer than one expects.
To be fair, proportion-wise Incineroar can be fixed up a bit while keeping this theme of a bulky upper body, but that ALREADY seems to be happening in official art or was supposed to be the case all along - look at the Rainbow Rocket promo art or this rip from a picture of Dusk Mane/Dawn Wings Necrozma and the starters being autistics screeching in the foreground. This picture also shows that Incineroar's digits should be curled up when not in action like a normal cat's, much like its concept art or model in a normal/neutral pose. However, it isn't or shouldn't go full bara-bulk despite what haters or memers claim. It's got a buffer upper body, but nowhere near as cartoony or ridiculously as people make it out to be. Basically take Torracat, make it stand up, and give it forearms and even bigger digits per its wrestling gimmick for grappling, and you get Incineroar.
