There is already an ocean based Legendary, well two actually, Kyogre and Lugia, and having a legendary solely for tidal movements is a waste of a legendary. We have a set of games featuring the Sun and the Moon, and seeing how practically every 3rd legendary of a trio is a middle ground of the other two, it's very obvious the third one is going to be an eclipse legendary.
