It just means the standards for a good Pokemon are even higher now, being able to overcome Luck factors being something that must be considered.
The saddest thing is that these effects seem to be more geared to fuck over Tanks than Sweepers so the the metagame is going to be even more HIT HARD AND HIT FAST.
Though multi-hit moves will likely see a rise in usage on good Pokemon that know them.
