probably not the same deal, it's more than likely they'll be releasing the rest of the dex as dlc. by the way, ruby and sapphire didn't cut the rest of the dex in the sense that all game data was missing for the other pokemon - it was still there, you just couldn't get those pokemon. swsh actively didn't include the data. this isn't as big a deal in 2019 because games are online now so they can very easily be updated with new content, it's just new for the pokemon series
