In the TCG, you do not discard Energy after an attack, you instead spend turns charging up. I would, instead, make Petal Para Para cost one Grass Energy, start the damage off at 30, and make it additive (+30 for each Grass energy attached to Bellossom). That way Bellossom will be snowballing in the opposite direction.
For Gloom, I would require two heads in a row to cure Confusion if the energy cost is that high (that's three turns of doing nothing but charging up energy before attacking, let's make it worth the wait). I would also specify that the "opposing" player must discard 1 card from their hand after the first turn.
For Oddish, I would instead force a Pokemon off the opponent's bench in order to screw over any attempts to stack energy before switching in. This gives Screech more synergy with Fragrant Scent since you're keeping the effect that benefits both players.
For the Trainer card, I would simplify it to a basic "draw 2 cards from either the top or bottom of your deck and add them to your hand."
