As much as people bitch about starters that way Charizard has the most porn out of all of them plus people make more porn of charizard per month than other starters. The eeveelutions have been sexualized and remain popular. Typhlosion from Gen 2 remains one of the most sexualized starters. Both Blaziken and especially Gardevoir remain some of the most sexualized Pokémon to date.
I think you are looking at a boogeyman that doesn't exist. I don't believe the designers were looking to create characters that people would make porn of but just cool and cute characters, which judging from my post here

Pokémon is a series that from the start has had a wide array of designs, one of it's biggest strengths imo, and if some of those designs happen to appeal to a internet subculture that makes tons of porn that's not on the fault of the designers.
