Every time there is a legendary fitting of a sequel (Rayquaza, Emerald / W+B Kyurem, W2+B2) there is a sequel.
Every time there is a sequel, anything that is 'version exclusive' gets included in both or mixed. If not those two, it gets something new.
Think about this:
Version exclusive Mewtwo/Charizard
With Z, you either pick....
Or there will be a new form for both.
