Huge Power/Pure Power is pretty much a perma-Swords Dance.
Typically a pokemon can only boost a stat to +6 (which equates to x4), but with Huge Power/Pure Power that can reach +12 (x8; since your base is double anyway) provided you can survive long enough to get a Belly Drum off.
STAB Priority (Aqua Jet) coming off an 800 Atk stat at level 50 is fucking brutal for anything that doesn't double-resist it. Even moreso in the rain.
And if you can't get any buffs off, STAB Priority coming off 200 base attack still hurts quite a bit.
Plus Azumarill has painfully mediocre bulk so it really can't run defensive sets well.
