Giving Johto Gym Leaders Pokémon that are unobtainable in Johto goes against the whole Gen 1 + 2 design philosophy. I bet you never noticed that not a single trainer in Johto, including Route trainers, uses any Pokémon that can only be found in Kanto. The same is true in reverse. In Kanto, not a single trainer, even the Gym Leaders, use Pokémon that can only be found in Johto. Take a look at this chart and try and find one. There's not a single outlier.
