It would've made no sense to release a Gen III remake one year in the 3DS life. Not only everyone was expecting a 3DS Pokémon game, the 3DS was just starting to sell well, the PSVita was just released and Nintendo needed a 3DS Pokémon game (in this case XY) to up the sales.
ORAS was always doomed to be a 3DS game on the XY engine.
