Since so many Smogonfags rely on stall to ladder quickly, and laddering quickly is necessary to vote in a suspect test, Smogonfags naturally want to protect stall.
So you get shit like Toxapex, which is blatantly broken, and Smogonfags don't want to get rid of it because the feeling of "Fuck, I don't have time for this" it induces at team preview is too much of a crutch.
