Me personally I rerolled for both of those reasons. My first account was just reroll until I get Roxie, and since I couldn't manage to get Roxie + a 5* I just settled with that pull. Eventually I felt like my team was just too weak and I gave in, but even though I had 11.780 gems, not only I didn't get Olivia on her banner, I didn't get any 5* at all, and only two Agathas as my 4* as well. Needless to say I felt like that account was cursed and needed to be rerolled. By some unholy miracle, I have gotten an account whose first 4 pulls were Brendan, Phoebe, Roxie and Olivia, and I'm just now working on catching up, rather, I'm basically done.
We haven't had any big content that you are going to miss on, in fact both events currently on going can be redone very quickly. As for the story and other courses that can be done all in 1-2 hours, it took me a whole day when I first played but it's extremely easy once you know how to play, and if you just wanna be lazy you can just overgrind and put on auto. Furthermore, rerolling now before they drop the apologems is obviously good since you won't lose on anything missable.
I've definitely had ten times more success with my new account, which in return also makes the game more fun. Olivia might be the closest thing to an all around striker that ignores type, not saying she is, but I didn't have Blue and she still managed to beat EX Rosa VH for me. The only downside of rerolling so far is the equips/drinks/gym notes grind, which I'm autoing right now and it's way I'm wasting my time blogposting while it autos.
Other than that though I see basically no reason not to pull for Olivia, and if you've felt tempted to or even just wanted to reroll it all, then I would say give it a try before it's too late. I don't know how they made her so stupid good, but she good.
