Clair actually gets slightly more spotlight than most gym leaders in the series due to HGSS allowing gym leaders to have more screen time, and Clair even gets the dragon's event. Part of the issue is that there so many characters to juggle around and the Pokémon games don't really focus much on characterization in the first place.
Still it would be nice to see more of her nd the gym leaders in general. The dragon den showed us that the elder's wouldn't put up with her nonsense, but how does she get along with the Gym Leaders. Erika tricks Jasmine into calling Clair's outfit "embarrassing" does Clair feel about that?

The game basically treats her as Diet Lance which is a disservice to the chracter. There's obviously going to be overlap due to how few dragon types there are but there's no reason she can't have her own theme. Lance' identify branches of from Dragonite and becomes "traditional western-like dragons". Clair could branch off Kingdra and focus on aquatic Pokemon or even just Blue Pokemon. She's shown to have hints of vanity so it makes sense she'd focus on Pokemon that share her hair color. Something as simple as replacing Charizard with Altaria and Dragonite for Lapras would help her team feel more unique.
