Apparently lv 20 Vapes can't do it but the point is, it's easy for anyone who's played for more than a week. At lv 25, you can do it with 3-4 Vapes. At lv 30, only 2. And so on. Minimal dust investment needed.
Aerodactyl seems harder though, sub-lv 30 teams are basically guaranteed failure. Probably because it doesn't have double type weaknesses like Onix.
