Designing around something being present makes the mechanic way more effective rather than the ho-hum "oh well we gotta tailor it for multiple options" design approach where something will inevitably become the inferior way to play. Spoiler alert: they're always going to design around the approach where it isn't turned on, in turn making a good mechanic that cuts down on monotonous busywork feel like an extraneous addition.
Unfortunately Game Freak aren't good designers so I don't actually expect them to make the most of the change.
