While she does have a voice actress who made noises for her in hr second appearance, she never actually speaks, so we don't know who her va is.
It's partly max cuteness, but also because of one's natural paternal instinct to root for the underdog. In her debut episode, she lost in the first round and was reduced to tears, immediately making her stand out from the others and gaining her sympathy. She also lost in the first round of her second appearance, further making you want to see her succeed. Unfortunately she never does because the writers suck though.
