You are not allowed to use healing items twice in a row during battle AND with SET battle requirements that effectively stops you from being able to abuse Hyper Potion Spam.
I should add another rule that says no more than 10 of any item can be carried at any time but these rules aren't really set in stone, they're still developing.
I think to do without items at all is rather silly, unless you're going to OHKO every pokemon on their team you're likely going to find yourself in a number of situations where you can either use a potion, or risk loosing your Mon to a random crit. Again leaving the option for potion use just gives MOAR options to the trainer and makes the result (victory or defeat) MORE in the hands of the player.
I welcome a vigorous debate about the intricacies and LAWR specifics of ChadLock and look forward to your argument on WHY items ought be banned all together
