TPC run the brand - that's it. It's their job to sell anything not directly related to the core games (so all TPC-published games, TCG, anime, merch and toys, mobile gaming, etc) to as wide a market as possible. To that end, they need Game freak to make the game and set the new canon for TPC to disperse through the media. Game Freak, as a second-party studio to Nintendo and a running contract to continue to release the games, get their budget off Nintendo, just as all other second-party studios get their projects funded by their publisher, in return for a cut on the sales of every copy of every game.
The question you lot need to be asking, is why did Nintendo not give a fuck about the games to the point they gave the devs outdated hardware and underpowered systems for 22 years out of the 25 years it's been a thing? Because kids don't need flashy graphics to buy into the cartoony brand, so there was no point wasting money on them. And it's still happening today, the NEXT GF pokémon game will look similar in scope to what Gen VIII was, when played on a base or Lite model Switch and as the kids are firmly in the demographic they're pitching the Lite at (remember, they didn't release a core pokémon game until they had a kid-friendly version of it to push alongside it), unless you're playing on the Pro, there won't be that big a difference in them graphically. There's no need for there to be.
