After you get all the energy on a pokemon it's "done", and so you just attack with the big attack once it's ready. It doesn't have to be super complicated, just lend itself to multiple options better. They do sometimes exist this way, look at lunala for example. You can prevent the loss of your energies to keep up the momentum with attack 2, but if you don't predict the ko correctly then you're left with a defenseless pokemon that you have to commit more turns attaching energy to either attack or retreat with.
