Reminds me of my great aunt's Ferragamos that she would always wear to church, except they were maroon. The "socks" are frilled, solid under-knee stockings, which are hardly business casual and was probably intended to match his cravat while giving his legs more breadth since you wouldn't normally be wearing a soccer kit underneath such clothing. He's got money and taste that's for sure.
I'm impressed that it doesn't clash that badly. It really gives him a hippy-turned noble sort of look.
