I believe her Gym was implemented last in development and Saffron City used to be where the game terminated. I think the Pokemon League was there and then they moved it or something but I don't remember.
Game Freak said they used to apply the Psychic typing things to make them seem powerful, so I get the impression that just being able to handle Psychic-type Pokemon in the way Sabrina and her Gym Trainers do is a big deal.
