Keep in mind the delay NPCs have for a short while directly after charged attacks (yours or their) and swaps.
Giovanni can have a few options as his 2nd, don't be afraid to exit the fight and change according to it.
If you really have to scrape something out of nothing, look for porkymanes with "quicker" charge moves. If they have a long single bar on the description page, like Focus Blast or
Solar Beam, then you don't want that for NPC fights. Look for ones with multiple shorter ones. A Vaporeon with Aqua Tail will be MUCH more useful than a Vaporeon with Hydro Pump.
It's also okay to hold off for a while and get stronger in the meantime. Giovanni can wait until the next Rocket Takeover event, you won't miss anything and the catch will have to wait to have Frustration removed anyway.
