I think introducing an immunity to Dragon was great.
Even if they had done the same with Ice, Ice is mostly defensive Pokemon, and would have served little purpose with every Dragon running at least one other attack that can hit Ice super-effectively.
With Fairy's weaknesses being only Poison and Steel, attack types no Dragon will ever run unless they specifically want to check their Fairy weakness and so indirectly nerfing themselves for other coverage, it works much better.
